The agreement was signed by Jianyue Liang, General Manager of Qianhai International Talent Hub, and Jianggan Li, CEO of Momentum Works in Shenzhen.
Qianhai International Talent Hub (QITH), a subsidiary under Qianhai Service Group, is responsible for managing public services for foreign high-end talent working in Shenzhen through its mission of “serving the overall in one domain”.
The hub has 9 talent centres of communication, experience, service, sci-tech innovation, training, evaluation, headhunting and investment, transformation and big data.
These centres serve as a one-stop platform for international talents seeking employment, entrepreneurship, investment and lifestyle on the Chinese mainland and in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA).
Aligned with the shared goals of China and Singapore’s governments, QITH aims to leverage resources from international and domestic markets to foster deeper collaboration within frameworks like the Guangdong-Hong Kong-Macao Greater Bay Area and Shenzhen-Singapore initiatives.
This collaboration will encompass various dimensions, including the exchange of international talents, expansion of business ventures, technological innovations, and more.
Where is Qianhai?
Qianhai is actually short for “Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone (前海深港现代服务业合作区)” with a planning area of 15 square kilometers, is is located on the east coast of the Pearl River.
It consists of three sections, namely Guiwan, Qianwan and Mawan. Planned, deployed and promoted by President Xi Jinping, the advancement of the development and opening of the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone is a major measure of the country’s reform and opening-up initiative in the new era.

Why is Qianhai important?
Qianhai, being part of Shenzhen, is one of China’s test beds for innovation. Since 2010, cooperation between Shenzhen and Hong Kong has been a core strategic mission of Qianhai. Ever since its establishment, Qianhai Cooperation Zone has introduced various preferential policy measures for Hong Kong people and businesses.
